Prime Minister KP Sharma Oli Informs House of Representatives on Seven-Point Agreement

Kathmandu, July 21 — Prime Minister KP Sharma Oli has informed the House of Representatives about the seven-point agreement reached between the Nepali Congress and the CPN (UML) while forming the current ruling alliance.
During today’s session of the House, where Prime Minister Oli sought a vote of confidence, he outlined the details of the seven-point pact reached on July 1 between the two largest parties in the House of Representatives (HoR).
The following are the key points of the agreement, as shared by the Prime Minister:
- Formation of a National Consensus Government: Under Article 76 (2) of the Constitution, a National Consensus Government will be formed, including other political parties, to protect national interests, maintain good governance by controlling corruption, and accelerate national development and construction for political stability, aligning with public aspirations.
- Constitutional Amendments: The National Consensus Government will prioritize necessary amendments to the Constitution and formulate coherent laws for political stability by evaluating the strengths, weaknesses, and complexities observed in practice since the Constitution’s promulgation.
- Economic Revitalization and Employment: Efforts will be made to create sufficient and decent employment within the country by ending the current economic sluggishness, making economic activities vibrant, creating a reliable business environment, and encouraging both internal and external investments.
- Leadership Rotation: CPN (UML) Chairman KP Sharma Oli will lead the National Consensus Government for two years from its formation date. Thereafter, Nepali Congress President Sher Bahadur Deuba will assume leadership until the general election in November 2027.
- Operation Based on a Common Minimum Programme: The National Consensus Government will operate based on a Base and Common Minimum Programme aimed at protecting national interests, establishing good governance by controlling corruption, and expediting national development and construction efforts.
- Equal Leadership Role and Participation: The leadership role and participation in the National Consensus Government will be based on equality and equal status between the two major political parties, with other political parties also included in the government.
- Provincial Government Alignment: Provincial Governments will be formed and operated in the spirit of the National Consensus Government, with accelerated development and construction works at the provincial and local levels reflecting the people’s aspirations.
Prime Minister Oli emphasized the importance of the agreement in fostering political stability, economic growth, and good governance in Nepal.
