Government Should Listen to Opposition: Nembang

Subas Nembang, the vice president of CPN-UML, has stated that there is a tendency among the opposition to block the parliament because the ruling party does not listen.

During a program organized by the Federal Parliament Secretariat in Dhulikhel on Saturday, he mentioned that although there is no provision for obstructing the parliament in the constitution and the rules of the House of Representatives, there has been a historical practice of obstruction in countries with parliamentary systems.

“The concept of obstruction in parliament goes against the rules; the constitution does not permit obstruction. Similarly, the rules do not anticipate obstruction, but political parties sometimes resort to obstruction,” he remarked.

Therefore, in this country, as in others with a parliamentary system, obstacles exist.

Nembang further elaborated, “While there is no provision for obstruction in the rules, there is a principle that in a nation with a well-developed parliamentary system, the government should listen to the opposition (government-in-waiting) after it has effectively and strongly presented its viewpoint.”

Since July 26, CPN-UML has been disrupting the parliament, demanding a thorough investigation into the gold smuggling case.
