President Ramchandra Paudel Lauds National Security Council Reports as Historic Documents

President Ramchandra Paudel has described the annual reports of the National Security Council (NSC) as historic documents, emphasizing their importance for national security and policy-making. During a ceremony at the Office of the Shital Niwas on Tuesday, President Paudel received the NSC’s reports for the fiscal years 2079-80 BS (2022-23) and 2080-81 BS (2023-24) from Prime Minister KP Sharma Oli.

The President highlighted the necessity of fully implementing the recommendations contained in these reports, which detail the Council’s decisions and major actions over the past two years, along with analyses of international, regional, and national security.

Prime Minister Oli, in his address, noted the evolving nature of global security dynamics, influenced by economic, strategic, and diplomatic rivalries among major and regional powers. He pointed out that ongoing international conflicts and technological advancements have introduced new challenges and complexities in the security sector.

According to Rameshwor Dangal, Secretary at the Ministry of Defence and Member Secretary of the NSC, President Paudel expressed gratitude to everyone involved in the preparation of the reports. The President underscored that the reports offer crucial guidance on diplomatic, strategic, economic, social, and security measures needed to address current and future challenges.

In line with Article 266(3) of the Constitution, the NSC is required to submit its annual report to the President, who then presents it through the Prime Minister to the Federal Parliament. The Constitution mandates the NSC to recommend policies for national interest, security, and defense, and oversee the mobilization and control of the Nepal Army. The Council is chaired by the Prime Minister and includes ministers of defense, home affairs, foreign affairs, and finance, along with the chief secretary and the Nepali Army chief. The Secretary at the Ministry of Defence serves as the member secretary of the Council.
