Three Bills Tabled in National Assembly Amidst Dispute Over Procedures

In today’s session of the National Assembly (NA), Minister for Communications and Information Technology Prithvi Subba Gurung, representing Prime Minister KP Sharma Oli, presented a proposal to consider the Bill to Amend Some Nepal Acts Related to the Promotion of Good Governance and Public Service Delivery, which was forwarded by the House of Representatives.

However, the session faced a procedural challenge soon after the discussion began. Lawmaker Renu Chand raised concerns, arguing that according to Rule 93 of the National Assembly Regulations, 2075 BS, any bill introduced through an ordinance should be formally labeled as a “replacement bill.” She pointed out that the presented bill lacked this required terminology, making further discussions on it procedurally improper.

Responding to the dispute, National Assembly Chair Narayan Prasad Dahal decided to temporarily postpone the session to address the conflict arising from the regulatory provisions.

Despite the disruption, National Assembly Secretary Dr. Surendra Aryal managed to table three significant bills in the session. These included the Bill to Amend Some Nepal Acts Related to Improvement of the Economic and Business Environment and Investment Promotion, 2081 BS, the Privatization (First Amendment) Bill, 2081 BS, and the Economic Procedure and Financial Responsibility (First Amendment) Bill, 2081 BS. These bills, sent with a message from the House of Representatives, aim to enhance the country’s business environment, streamline privatization processes, and strengthen financial responsibility and governance.
