The government has announced a decision to offer a discount on capital gains tax for landowners whose properties will be acquired for the Kathmandu-Tarai Expressway, a national pride project. This decision was made during a Cabinet meeting on August 29, under Section 18 (1) of the Financial Act, 2081.
Minister for Communications and Information Technology and government spokesperson, Prithvi Subba Gurung, stated that 5.104 hectares of land from the national forest in Bidur Municipality, Nuwakot, would be allocated for the construction of the Pipaltar-Deudi roadway, which is part of the expressway project.
Grant Assistance Approved
The Cabinet has also accepted a grant assistance of approximately Rs 3.67 billion from the European Union (EU) and UNESCO for the implementation of the third phase of the multi-sectoral nutrition project aid program. Additionally, Rs 1.46 billion in grant assistance from the German government has been approved for strengthening electricity distribution in Nepal.
Support for Murder Attempt Victim
In line with a court decision, the government has decided to cover the treatment costs of Bindabasini Kansakar, a victim of an attempted murder. The expenses will be recovered from the defendant and reimbursed into the victims’ relief fund.
International Participation and Visits
Chief Election Commissioner Dinesh Thapaliya has been permitted to participate in a program organized by the International Foundation for Electoral System in Singapore from September 24 to 26. Similarly, the Minister for Law, Justice, and Parliamentary Affairs will attend the 82nd anniversary event of the Asian-African Legal Consultative Organization in Bangkok from September 9 to 13. The Minister for Health and Population has also been granted permission to attend a program in Jakarta, Indonesia, scheduled for September 26.
Cabinet Decisions and Appointments
The Cabinet has approved transfers of Additional Inspectors General of the Armed Police Force. Joint Secretary Bharat Khanal has been appointed General Consul in Guangzhou, Jhakka Prasad Acharya in Kolkata, and Laxmi Prasad Niraula in Lhasa. Additionally, Dinesh Raj Dahal (DC) has been appointed as the Chairman of the Film Development Board.
The central office of the Yogmaya Ayurved University will be established in Khandbari Municipality, Sankhuwasabha district, with three hectares of land allocated for its use.
NCell Axiata Ltd Renewal
NCell Axiata Ltd has been permitted to renew its license in installments for the third time under Section 20 of the Telecommunications Act, 2053. The renewal fee of Rs 5 billion per year will be paid in four installments, with a 10 percent interest charge on the installment scheme.
Chief Secretary Appointment
Eknarayan Aryal, the Home Secretary, has been appointed as the Chief Secretary of the Nepal government. Aryal succeeds Chief Secretary Leela Devi Gartaula, who retired on August 31 due to the age limit.
Other Approvals
The resignation of Secretary at the National Planning Commission (NPC), Dr. Toya Narayan Gwayali, has been approved by the government. The Cabinet also approved the organization and management structure for the Ministry of Agriculture and Livestock, as well as some temporary positions for the Ministry of Labour, Employment, and Social Security.
