President Convenes All-Party Meeting, Expresses Concerns over Successful Execution of Constitutional Roles

President Ramchandra Paudel has convened a significant all-party meeting to address his apprehensions regarding the effective fulfillment of his Constitutional duties as the guardian of the Constitution and the proponent of national unity, roles vested in the Head of the State.

The President’s sentiments were conveyed during the convened all-party meeting at the Office of the President, Shital Niwas, today. He raised his concerns regarding potential challenges that might pose a threat to the Constitution and the prevailing political system. In the meeting, President Paudel’s press advisor Kiran Pokhrel quoted him as highlighting the necessity of evaluating whether the principles of separation of power and balance of power, essential for the Constitution’s implementation, have been adequately fostered.

President Paudel emphasized, “I am not advocating for activism. As a committed political figure, I have personally endured significant challenges in the name of democracy.” He expressed his intention to convene the political parties to share his apprehensions concerning the Constitution, the political landscape, and the nation as a whole.

The President voiced his unease over the delay in enacting essential laws crucial for the effective implementation of federalism. He particularly expressed concern about the outstanding legislation related to truth and reconciliation, as well as cases of enforced disappearance. Highlighting the importance of addressing these issues, he noted that failing to do so could hinder the realization of the people’s aspirations for peace.

The recent decision by the Financial Action Task Force (FATF) to place Nepal on its “Pre-Gray List” for a year also drew the President’s concern. He underscored the collective responsibility to swiftly pass anti-money laundering legislation to mitigate the risk of this designation and to enhance Nepal’s international standing.

Furthermore, the President stressed that the inability to enact effective anti-money laundering laws during a period of economic slowdown could adversely impact Nepal’s ability to attract foreign investments, thereby potentially damaging its global image. He urged political parties to recognize this urgency and expedite the passage of relevant legislation.

Expressing optimism, President Paudel welcomed the indications of political parties nearing a consensus to resolve the prolonged parliamentary deadlock—a platform to amplify citizens’ voices. He expressed hope for a swift resolution and revival of the parliamentary proceedings.

While acknowledging the occasional disputes and conflicts within political parties, the President called for their resolution through dialogue and meetings, emphasizing that this is a hallmark of democracy. He encouraged parties to actively find solutions to problems, demonstrating that the parliament serves as a means to ensure effective governance.

In conclusion, President Paudel underscored the importance of shared responsibilities among all parties, including matters related to national security, unemployment, corruption control, economic development, and foreign policy. He urged everyone to remain attentive to the people’s expectations and to uphold their responsibilities to the best of their abilities.

Prime Minister Pushpa Kamal Dahal ‘Prachanda’ responded positively to the President’s aspirations for the protection and implementation of the Constitution, as well as the smooth operation of the parliament based on the collective understanding of political parties. He appreciated the ongoing discussions to address the issues and expressed gratitude to President Paudel for initiating this dialogue.

Prominent leaders, including Prime Minister Dahal, Nepali Congress President Sher Bahadur Deuba, Madhav Kumar Nepal of CPN (Unified Socialist), Rabi Lamichhane of Rastriya Swatantra Party, and leaders from various other political parties, were present at the meeting to discuss and engage with these critical matters.
