Right to Housing Declared Fundamental by Deputy Prime Minister on World Habitat Day

Deputy Prime Minister and Minister for Urban Development, Prakash Man Singh, asserted today that the right to housing is a fundamental right enshrined in the constitution and must be ensured for all citizens. Speaking at a program held in honor of World Habitat Day, he emphasized the government’s commitment to providing adequate shelter for marginalized, homeless, and socio-economically disadvantaged individuals.

DPM Singh outlined that the government is actively working to secure access to proper housing for citizens in rural areas through various initiatives, including the Ministry of Urban Development’s People’s Housing Programme, Safe Citizen Housing Programme, and Settlement Development Programme. He reiterated that the Ministry will continue its efforts in this direction.

“Federal, provincial, and local governments are collaboratively striving to achieve these goals, which have been prioritized in the 16th periodic plan, along with associated policies, programs, and budgets,” Singh stated.

National Planning Commission member Dr. Ramesh Prasad Singh highlighted the urgent need for developing environmentally friendly urban infrastructure. He underscored the necessity of adapting urban spaces to meet the evolving needs of the population.

Manilal Gelal, Secretary at the Ministry, expressed concerns about the challenges posed by the increasing trend of youth migration abroad, which hampers the implementation of plans aimed at enhancing youth involvement in urban development.

Director General of the Urban Development and Building Construction Department, Machakaji Maharjan, called for greater youth engagement to ensure sustainable urban development. He stressed the importance of creating opportunities in education, health, and employment to attract young people.

Additionally, Dr. Sohan Prasad Sah, Vice Chair of the Policy and Planning Commission of Madhesh Province, and United Nations Resident Coordinator for Nepal, Hanaa Singar Hamdy, both emphasized the crucial role of youth in urban development initiatives.

Chandragiri Municipality Mayor Ghanshyam Giri advocated for a systematic approach to enhance youth participation in urban development efforts, underlining its importance for the future of urban infrastructure in Nepal.
