Speaker Stresses Urgent Promulgation of Key Bills to Strengthen Federal Governance

Speaker Devraj Ghimire has emphasized the urgency of promulgating the School Education Bill, Civil Service Act, and Police Adjustment Bill to advance the federal governance system. Addressing a seminar titled “Strengthening Provincial and Local Governance and Inclusive Economic Development”, jointly organized by the Nepal Administrative Staff College and Governance Lab, Ghimire highlighted the critical importance of these laws for the effective functioning of the federal structure.

The Speaker noted that the three tiers of government are working toward the common goal of sustainable development through policymaking and implementation. He underscored the necessity of effective enforcement of federalism-related laws and advocated for discussions on reviewing the constitution after a decade of its implementation to ensure its relevance and adaptability.

Chief Secretary Eaknarayan Aryal highlighted the need to incorporate positive measures for achieving the government’s vision of “Prosperous Nepal, Happy Nepali”. He stressed the importance of fostering collaboration with the private sector in designing federal government policies and programs, aligning with the constitution’s provisions.

Anjan Kumar Shrestha, Senior Vice-President of the Federation of Nepalese Chambers of Commerce and Industry, called for discussions on the open market economy and the three-pillar policy. He emphasized integrating the private sector into national development policies to drive economic prosperity.

Dr. Rajan Khanal, Chairperson of the Nepal Administrative Staff College, noted that the seminar aims to facilitate administrative reforms and promote good governance through collaborative discussions involving academic and research organizations. The seminar, which commenced today, will continue until Friday.

This event reflects ongoing efforts to strengthen federal governance, improve administrative efficiency, and promote inclusive economic development in Nepal.
