Dawood Ibrahim Kaskar’s Alleged Role as Additional Director General of Pakistan’s ISI Raises Concerns

In a startling development, Dawood Ibrahim Kaskar, the notorious figure associated with global terrorism and criminal activities, has reportedly been appointed as an additional director-general of Pakistan’s Inter-Services Intelligence (ISI) agency in an honorary capacity. Sources within the intelligence community have suggested that this appointment is in recognition of the extensive services he has allegedly provided to the ISI over several decades.

Dawood Ibrahim Kaskar, the son of a Mumbai police constable, has a long and sinister history. After fleeing to Dubai in the late 1980s, he was allegedly cultivated by the ISI and played a pivotal role in executing the devastating serial bomb blasts that rocked Mumbai on March 12, 1993. Subsequently, he sought refuge in Karachi, where he reportedly received protection from the ISI. Since then, Dawood has been linked to various terrorist organizations in Pakistan and their global associates the Free Press Journal Reported.

Designated as a global terrorist by the United Nations and the U.S. Treasury Department, Dawood Ibrahim Kaskar has maintained associations with Al Qaeda, Osama Bin Laden, and the Taliban. He is believed to exploit terrorist networks to support his vast empire of drug smuggling, with a portion of the proceeds allegedly funding terror activities under the alleged guidance of the ISI.

The U.S. Treasury Department has officially designated Dawood as a “Specially Designated Global Terrorist under Executive Order 13224.” According to U.S. authorities, he has leveraged his position as a prominent figure in the Indian underworld to support Al Qaeda and related groups. His criminal syndicate has reportedly been involved in large-scale narcotics shipments, sharing smuggling routes across South Asia, the Middle East, and Africa with Osama bin Laden and his terrorist network. Notably, a financial arrangement was allegedly brokered to enable the use of these routes. Sources indicate that Dawood Ibrahim Kaskar continues to work closely with the ISI in drug smuggling operations across international borders. He reportedly enjoys personal relationships with senior Pakistani army generals and is under constant armed protection by the Pakistan Army’s special forces. Meanwhile, his close associate, Chhota Shakeel, oversees various business interests in real estate and Bollywood, among others, while his brother, Anees Ibrahim, manages business operations in the Gulf and the Middle East.

Despite being in hiding, Dawood maintains an extensive network in cities like Mumbai and Ahmedabad. It is alleged that he allows the ISI to utilize this network for espionage activities within different regions of India. Notably, many builders in Mumbai are known to have acquired Pakistani passports, provided by Shakeel, facilitating their travel to Pakistan via Dubai or Kathmandu. Recent reports suggest that D Company, led by Dawood, has attempted to take over properties in Mumbai, such as the Hotel Marine Plaza on Marine Drive and a significant land parcel in Wadala through a benami builder based in Dadar. Interestingly, there are emerging ties between certain individuals linked to the D Company and Chinese investments in Mumbai’s real estate sector.
